DUTIES AND RESPONSIBILITIES OF SOCIAL WELFARE OFFICER

1. To monitor and supervise the programme of the Department of Social Welfare.

2. To look after the clinical activities of social work interventions at different phases (in- patient, out- patient, pre discharge planning, follow up and community outreach programmes)

3. Case work programme with individual patients and family members

4. Group work programmes with groups of patients and family members in the context of developing in sight in regard to the cause, management and rehabilitation aspects of cancer

5. Organising community related programme in the context of conducting CDC mobilizing the community resources for providing suitable after care rehabilitation services in the community

6. Bibilotherapy intervention programmes mainly focusing on strengthening, the coping strategies of the patients in different life situation and also to inculcate spiritual dimensions in the understanding of the ailments

7. Organize systematic follow-up services to maintain the treatment adherence and to promote the psychological well being of the patients,

8. Guidance and counselling services at every level of patient’s entry into different types of therapeutic interventions and qualitative use of the services of the Institute and other allied organizations in the community;

9. Social work research activities to study the factors contributing for ailments as well as to promote the factors contributing for successful rehabilitation outcome of the patient

10. Group treatment for the families of the patients in regard to the management modalities and for the early intervention and intervention of the patients in the family and into the community

11. To mobilize resources for the patient’s welfare fund and to monitor the same

12. To raise funds especially for providing assistance to patients hailing from low- socio economic group

13. Income assessment at the time registration and while availing major clinical intervention

14. Recommending patients for availing welfare measures from different sources like patient welfare fund, children welfare fund, drug budget and from KCDF

15. Processing and recommending applications from the patients for availing financial assistance from Prime Minister’s Relief Fund, Chief Minister’s relief fund and other welfare organisation’s fund

16. To process the applications of Railway/ Airfare concessions

17. To look after the patients’ library and programme of the patients

18. To train the college students, volunteers and others intending to extend their social service to the patients and their family members in the Institute

19. To look after the block placement and concurrent field work training programme of the post graduate students of the social work from different universities

20. Undertaking academic programmes- teaching personnel from nursing and allied professionals

21. To co ordinate different research projects that are being undertaken periodically by the Institute

22. To motivate patient’s family members and others to donate blood voluntarily

23. To serve in different committees while conducting seminars and workshops in the Institute

24. To supervise and to look after every activities of the Dharmashala under the guidance of the Director ‘

25. To take up liason responsibilities between the Institute and patient’s and the community

26. To extend every effort to overall growth and development of the Institute

27. To provide every welfare measures for the patients and their family members by the social workers under the care, guidance and supervision of the Social Welfare Officer

28. Any other duties as may be entrusted by the Director in the interest of the Institute and the patient care. 

ASST. SOCIAL WELFARE OFFICER- GENERAL

1. Social Worker/ Medico Social Worker’s role is that of dealing with the emotional and social aspects of the illness through the medium of sound relationships with the patients, doctors, Nurses and other para- medical staff.

2. Going to the ward rounds daily with the concerned unit doctors and attend the problem and difficulties of the patient individually.

3. Attending to cases referred by concerned unit doctors

4. T make patients aware of the treatment

5. Rendering counselling services to the patient having social problems

6. Pre- operative counselling

7. Post- operative counselling

8. Family counselling

9. Finding out solutions to the economic problems like inability to pay for medicine through the poor fund to go back to their native places not connected by train

10. To help patients if necessary to get accommodation in Dharmashala

11. Attending to filling up of Railway Concession forms in respect of illiterate patients/ and/ or his/ her attendant.

12. Attending to shortage and non availability of blood and arrange for voluntary blood donations in emergency cases.

13. To maintain and record all cases who requires advise for follow up.

14. Social Worker/ Medical Social Worker acts as on liaison between the hospital and other welfare agencies and Government agencies.

15. In charge of distribution and maintenance of library books.

16. After care and follow up by way of home visits/ correspondence are an essential part of Social Worker/ Medico- Social Workers job.

17. To explain hospital rules and regulations to the patients and their attendants

18. To prepare for hospital admission package and co- ordinate volunteer escort (if required) services during admission as well as in/ out patient departments

19. To improve utilization of hospital services

20. To clarify fee- charging policy

21. To provide financial assistance and other material support

22. To handle fees of non entitle persons to hospital service

23. To provide medical information relevant to the patient

24. To mediate and co- ordinate the multi disciplinary team for the hoslistic care of the patient

25. To facilitate patients and their family members in the utilization of community resources

26. To provide information and telephone enquiries on social and community services

27. To provide individual counselling and referral

28. To resolve disputes and misunderstanding of patients in the hospital

29. To mediate complaints of patients

30. To improve communication and family relationships to foster mutual support among family members

31. To increase the patients understanding of the illness and the treatment process by educational programs.

32. To participate in breaking bad news, pre-treatment preparation and post –treatment rehabilitation counseling or discharge planning

33. To bereavement preparation and support

34. To improve communication of the medical staff with the patients

35. To design discharge planning

36. To train family member in care for the patients

37. To involve patient and family members in design of follow-up and evaluation

38. To mobilize community rehabilitation; home care support and volunteer service to ensure adjustment to home environment

39. To referral to domiciliary service

40. To involve in research activities

41. To evaluate the service utilization and design high social risk factors for early identification

42. To develop educational, support, self-help and treatment groups

43. To promote and co-ordinate support network for medical staff

ASST.SOCIAL WELFARE OFFICER-BLOOD BANK

To motivate and recruitment of blood donors

1. To create awareness and spread the message of voluntary blood donation

2. To recruit donors and expand the pool of donors

3. To help retention of donors already donating

4. To deal with emergencies, shortage of blood

5. To organize Blood Donation Camps

General education to the community on social and medical aspects of blood donation

COUNSLING

1. Pre-donation counselling

Pre-donation counselling

To help high risk donors to defer themselves from donating blood. A high risk Donor is one who practices any of the following high risk activities like

1. Sex with multiple sex partner

2. Promiscuous perverted sex activity

3. Drug addition

4. Alcoholic etc.,

Counseling is offered to donors before donating blood, where by the interaction between the counselor and donor helps “ high risk donors” to drop out, and they do not come forward to donate. This is known as “self deferral” by which the donor is given the choice not to donate blood.

To help potential healthy donors, to come forward to donate, who have not yet come forward to donate due to such factors like fear, lack of information etc,. These individuals are given the choice of donating blood.

To help temporarily deferred donors to come back to the donor pool. Temporarily deferred donors are persons who have been advised by the medical officer not to donate blood for the present time due to factors like low Hb, under age, acute infections etc,. without counseling these donors may be lost forever

Post –donation counseling

To prevent further donation by a donor who has turned out to be test positive for any of the serological performed by the blood bank, and the client is referred to further diagnostic and treatment centers.

Liaison role is a role that the professional play brings in better communication and understanding between

Psycho-social aspects of Blood transfusion Services

1. To provide better solution to problems of patients regarding blood

2. To maintain for proper co-ordination between Blood Transfusion Services and the Consumer Departments which allows for optimal planning of transfusion services to patients. The role is prima facie in building rapport with the community.

To deal with the psycho-social problems faced by patients awaiting for blood transfusion in the following areas

1. apprehension regarding blood transfusion

2. apprehension in arranging for blood donors

3. apprehension regarding the financial burden of arranging blood donors

4. apprehension regarding “quality of blood”\

5. To create awareness among Blood Donors about AIDS Prevention

6. To maintain the list of voluntary Blood Donors and rare blood group list 

7. To give requisition letters for procuring blood from other Voluntary Blood Banks 

8. Any other duty assigned by the higher officers 

ASST. SOCIAL WELFARE OFFICER-DHARMASHALA

1. Rounds in all wards and Dharmashala

4. Children recreational activities through outside voluntary organizations (store telling, painting, movies, reading books, indoor games)

5. To train the students of MSW who visit for field work from various institutions

7. To help the patients to procure the financial support from government and voluntary organizations during their prolonged illness

8. To attend visitors and donors and to help them in distributing sweets/fruits/biscuits etc which they want to distribute it to patients and their attendants

4. To assist for poor patients to get concessions from KCMMR Fund

5. To maintain the accounts of KCMMR fundus, Mayor fund, Governor’s fund and to arrange for distribution of fundus to concerned patients

6. To assist for getting railway pass to avail treatment

3. To prepare extract of the attendance of the employees of Social Welfare Department

4. To prepare duty roaster of Assistant Social Welfare Officers on general holidays

5. Any other work assigned by the Social Welfare Officer

6. Maintenance of all official records

7. Maintenance of all accounts related to patients

8. To maintain inward and outward registers and letters

9. To assist the patients according to their needs

10. To educate the patients about the harmful effects of smoking habits and awareness about the cancer

ASST. SOCIAL WELFARE OFFICER-SHANTHIDHAMA

1. To make arrangements to enter all the patients in name boards about the room numbers and the name of the patients

2. Counseling for providing psycho-social support with the help of guiding principles to weekly parents meeting

9. Taking active participation in the preparation of course contents, teaching schedule of UG and PG teaching both bedside and didactic lecture classes for UG and PG

10. Co-ordinating the department activities

DUTIES AND RESPONSIBILITIES OF CHIEF TELEPHONE SUPERVISOR 

He/She is responsible for

1. Supervision of the section

2. Coordination with the BSNL and CORAL Agency for maintaining the smooth telecommunication facility in the Institute

3. Preparation and certification of bills received in the section

4. Preparation of duty roaster for Telephone Operators 

TELEPHONE OPERATORS

1. ponsible for all incoming and out-going calls. Each caller is important, hence it is their duty to listen to them carefully before connecting the lines.

2. There are three shifts now We have trained few others also, whom we are using on general holiday postings when regular operator will be on and off. Hence, the operator posted to holidays must not take leave without informing Telecommunication Unit as it is difficult to arrange alternate persons on holidays.

3. All the operators must come and report to Telecommunication Unit according to their schedule time so as to relieve previous operator. Incase, the operator on next shift cannot come for duty due to emergency problems and when no message of absence has not been received the previous operator must continue his duties and can avail off and compensatory off if he works on two holidays.

4. As telephone bills will be coming once in two months, all the regular operators are trained to certify the bills with proper verification. In case, the telephone supervisor is on leave, next operator according to their seniority has to certify the same bills and forward it to the office at an early date avoid dely.

5. Night operator must enter the important message in the Message Book with time and other details.

6. Now -a-days power cut has become regular feature at night times. Even generator starts immediately, EPABX takes little more to pick up the lines. Hence, the time to time power cut, voltage drop, etc, timings should be entered by the Operator on duty (to avoid public complaints).

7. Before the operator on duty relieved by the next to operator, it is his duty to inform any message including faculty extensions, booking of trunk calls/phonograms etc, before he leaves exchange.

8. Daily fault complaints with docket number should be clearly entered in the book with details of fault.

9. Whatever may be amount of General Holidays in a month, each operator is entitled for only 4 OFFs. To avail one OFF, they must work 6 days according to their turn, and can avail OFF/ on 7th day of the week.

10. In case of any technical fault or other reasons, telecommunication exchange unit has to be closed during the night time and before putting Off the exchange intimation must be give to Nursing Superintendent Gr-I/Duty/ Resident Medical Officer / Head of the Maintenance Department and if need to be to Medical Superintendent / Director.

11. Some of the Telephone Operators have been accommodated in Staff Quarters with the intension that their services could be obtained as and when required by the Institute. Hence, the event of any exigency the Operators residing in staff quarters shall volunteer to work immediately.

1. Collection of information on each and every patient registered at KMIO by active method ( Personal interview of patients) as per postings given HOD.

2. Extraction of information from case files to complete the core from with respect to information on diagnosis, staging, and treatment aspect from case files.

3. Shall be responsible to submit all the core forms (complete in all respects) which are to be sent to ICMR by the end of October every year after detailed scrutiny.

4. To enter the data in computer about the cases on when they have abstracted the information.

5. The data that is computerized shall be verified by the respective official.

6. To take up / assist special studies on leading sites of cancers / rare cancers.

7. To write follow up letters to those patients to know the status (of the respective year) on whom this information is collected in the respective core forms.

8. Responsible for collection for special studies undertaken by the department through personal interview of cancer patients / controls as per the guidelines of HOD.

9. Any other work entrusted to them from to time by HOD.

STATISTICAL ASSISTANT

1. Assist the Prof. & Head / Assoc. Prof in the compilation of statistical data required to be furnished to Governmental agencies and others.

2. Completion and maintenance of daily / monthly / annual census figures of both inpatients / out patients.

3. Completion of Admission / Discharge Registers and to maintain them for all IP cases and code them according to ICD classification.

OFFICE ASSISTANT/SOCIAL WORKER

1. Shall be responsible for sending follow-up cards to those patients who have not responded to the cards sent by the Ass. Scientists.

2.  Shall enter update the information on deaths reported through follow-up letters in the case records and maintain a consolidated death register, the individual follow-up registers / information are available with SIS.

DUTIES AND RESPONIBILITIES OF BIO-MEDICAL ENGINEER

1. Maintenance of all electrical works, Refrigeration and Air-conditioning works, D.G. Sets, Electrical HT Substation, HVAC Plant, lift etc.,

2. Maintenance of all Teletherapy cobalt machines, HDR Brachytherapy machine, X-ray machine Linear Accelerator and Major instruments.

3. Bio-Medical engineer shall make technical evaluation of the equipment either during purchase or condemnation

4. Bio-Medical engineer shall visit all the Departments Wherever such equipments are excisting, inspect the same and shall furnish the report regarding the condition, utility and further durability in order to take timely action either for the repair/replacement/condemnation.

5. Bio-Medical engineer shall carry out any minor repair of the equipments in the event of any problem in consultaion with the concerned Departmental Head.

6. Bio-Medical engineer shall take timely action to rectify problems if any in the smooth working of the lifts which are very essential for the patients to move to the wards, and laboratories.

7. Bio-Medical engineer shall be responsible to call the Service Engineers of various equipment’s.

8. Bio-Medical engineer shall carry out the repair and maintenance of voltage stabilizer,  UPS System, HVAC Plant, Air Conditioning Units Refrigerators with the assistance of electronic Technician and the AC Mechanic available in the institute.

9. Bio-Medical engineer shall furnish his remarks technical evaluation in all the Annual Maintenance Contract releated files and forward the same to the Director/ through the financial adviser. 

DUTIES AND RESPONSIBILITIES OF ELECTRICANS

1. To carry out electrical works which involves breakdown repairs of electrical wiring, fixing up fixtures, MCBS, MCCbs, control geras, trouble shooting of electrical circuits, operation of DG sets, inspection of HT/ LT lines, daily monitoring of power factor and minor repairs of Dg sets/ Air circuit breakers in consultation with Bio-Medical Engineer.

2. To make visits to all the departments and to make note of complaints pertaining to electrical and submit the same to the Bio-Medical engineer to take timely action.

3. To carryout minor repairs / services for lifts if any in consultation with BME. 

DUTIES AND RESPONSIBILITIES OF ELECTRONIC TECHNICIAN

1. Duties and Responsibilities of Chief Laboratory Technician 

He/She should do the Technical work of the respective department as assigned to them by the HOD. In addition.

1. He/She is responsible for overall supervision of the lab

2. He/She is incharge of laboratory technicians of the concerned department and students in the laboratory.

3. He/She is responsible for maintenance of daily attendance register of group C & D in the laboratory.

4. He/She is responsible to look after day to day work in the laboratory

5. He/She is responsible to undertake all necessary correspondence through HOD including follow up in the office

6. He/She is responsible to supervise the work of group D staff attached to laboratory and organize periodic cleanliness of entire laboratory

7. He/She shall maintain daily/monthly/annual statistics

8. He/She shall arrange practical / teaching to B.Sc medical technology students

9. He/She shall co-ordinate with junior and senior laboratory technicians

10. He/She shall oversee :

* Maintenance of stock/ records/Equipments

* Receiving samples, identification and separation of Samples

* Entry of requisition forms with all relevant details in the master register

* Waste disposal

* Condemnation of items not working 

Any other duties and responsibilities as & when entrusted by the HOD. 

CLERK-CUM-TYPIST

1. She shall assigns duties to the sub-ordinates

2. She shall delegates responsibility with authority

3. She shall supervise the safety and comfort of a patient

4. She shall participate in camps and other health education programmes when every they are posted

5. She shall keep all surgical instruments and chemicals required for OPD Procedures- autoclaved and ready for the procedure

6. She shall maintain linen and inventory stock registers of the OPD/RMO’s indent/MRO’s indent

7. She shall send complaints to maintenance for repair work if any required

8. Apart from above said duty, staff nurse should carry out official duty entrusted by the HOD

Typing work

1. Reply to all the Circulars, Note and Letters received from Office

2. Correspondence with outside institutions

3. Clearance of capitation letters to ESI patients

4. Preparation of Medical Estimation Letters

5. Arrange for certification of Medical expenditure bills of patients

6. Preparation of OT List, OT Notes, Discharge summaries, Case summaries, Duty roaster

7. Preparation of Attendance extract

8. Processing of CM/PM fund requisition received at department 

Clerical Work

1. Verification of medical bill reimbursement

2. Drafting of letters

3. Take down dictation of letters

4. Maintenance of stock registers

5. Maintenance of furniture stock register, attendance registers and files 

ATTENDER

1. To wear the Uniform daily

2. To attend the Office at 7.30 am in the morning and if required sweeping and swabbing work of outside the Office, Staircase etc.,

3. To attend to sweeping, swabbing and dusting of the Office twice a day

4. To keep the sinks, toilets drainage clean

5. To keep at the hospital premises and surroundings clean

6. To wash to windows on s afternoons

7. To be present in the Office during the working hours

8. To distribute the files and papers to different departments/wards and offices

9. To stitch the files

10. To assist in bringing materials and stationeries from the Stores

11. To arrange all the files cleanly and neatly in order

12. To clean the furniture of the Office daily

13. To dispose the wastes of the Office according to the instructions of the Matron

14. To be courteous with patients, visitors and attendants

15. To protect the property and assets of the Hospital

16. To collect the materials which were left out by oversight by patients and attend and to hand

17. Over the same to Matron for further action

18. To bring refreshments to the Officer

19. Closing the department after the staff and officers have left the office/ department and ensure the Electrical equipment’s are switched off before closing the office/department

20. To attend any extra work entrusted by Matron as and when

21. To assist the PA to the Officer as and when required
